As an undergraduate James Spratt studied at the University of Santa Barbra earning his Bachelor's in History in 1981. James continued his education at the University of La Verne where he earned his doctrate in 1985.

In law school, Mr. Spratt won the Moot Court Competition and clerked in Washington, D.C., where he worked as a Legislative Affairs analyst at the Justice Department for Attorney General William French Smith.
When he returned from Washington DC, Mr. Spratt spent over a decade in private civil litigation practice in Century City. He was lead counsel in numerous civil jury trials, binding arbitrations and mediations. In one such instance, James was lead counsel in the Brinks v. Glendale Police Department jury trial where he successfully tried the major Police misconduct case on behalf of Brinks Security Guards.
Mr. Spratt performed volunteer consulting services for the expansion of the City of Hope and has also provided legal services for the City of Tarzana in land acquisition for the Tarzana Community Center. He is currently active in the Tarzana Chamber of Commerce.
